Press Release: Ministry of Energy Transition and Water Transformation, 24 December 2024

PUTRAJAYA, 24 December 2024 – The Ministry of Energy Transition and Water Transformation (PETRA) and the Energy Commission will enhance the guidelines for implementing the Solar for Self-Consumption (SelCo) Programme, which has been in place since 2017.
The current guidelines on the installation of solar photovoltaic (PV) systems for self-consumption, issued by the Energy Commission, allow electricity users to install solar PV systems for their own use on building rooftops with an installation capacity of up to 85% of maximum demand. Additionally, solar installations are permitted only on building rooftops in line with the original intent of the programme to utilize rooftop space for electricity generation without repurposing new land areas.
Aligned with current policies and the Government’s commitment to accelerating the energy transition, as well as increased demand to allow solar installations on land and floating on water bodies, PETRA has agreed to permit installation configurations beyond building rooftops.
Considering the need for green electricity supply by corporations and industries to meet Environmental, Social, and Governance (ESG) commitments, the enhancements to the SelCo Programme include the following:
- Expansion of solar installations to include ground-mounted solar configurations and floating solar installations on water bodies within the user’s premises.
- Self-consumption solar installations are now extended to agricultural electricity users.
- The 85% installation capacity limit for non-domestic users has been abolished to support corporations and industries in reducing their carbon footprint and meeting ESG commitments.
- Energy storage system installation requirements will be established to ensure overall electricity supply system stability.
- Program registration will be centralized through the Energy Commission.

PETRA is confident that these improvements to the SelCo Programme guidelines will broaden access to green electricity for electricity users, especially corporations and industries, to meet ESG commitments. Additionally, this supports the nation’s energy transition aspirations to achieve a 70% renewable energy capacity mix in the national electricity supply by 2050.
